Insure the Uninsured Project (ITUP) is a project of the  Center for Governmental Studies which seeks to increase health coverage of California's 6.8 million uninsured.  Lucien Wulsin Jr. serves as project director of the Insure the Uninsured Project.  He is an attorney with over 25 years of experience in programs covering the uninsured and low income populations. 

ITUP has been involved in efforts throughout the state to develop, discuss and disseminate practical solutions to cover the uninsured with state, county and local initiatives, purchasing pools, commercial health plans, employers, policy makers, hospitals, doctors and clinics.  To highlight these efforts and opportunities, ITUP has developed and distributed extensive written materials, put on annual conferences on "Insuring The Uninsured" and organized an ongoing series of work groups and presentations on efforts to cover the uninsured.
